After a careful screening process that included a written submission and an oral interview, the RNEA Political and Legislative Committee has recommended the endorsement of Tammy Rhomberg and Phillip Milligan for the April 2024 Rockwood School Board Election. The RNEA Executive Board and Representative Assembly have voted to approve that recommendation.
The educators of the RNEA are proud to make this recommendation after receiving input from our committee and association representatives and a careful review of each candidate’s record. We believe Rhomberg and Milligan are the best choice to help Rockwood move forward in its goal of doing whatever it takes to ensure all kids reach their potential, and in RNEA’s goal of advocacy on behalf of public school education, public school educators, and public school students.
Tammy Rhomberg
“I desire to lead with a servant heart and give back to the Rockwood community.”
Tammy Rhomberg is an incumbent of the Rockwood School Board and a 40 year resident of Fenton. Before retiring, she was a reading teacher and then K-5 ELA and Reading Intervention and Title I Coordinator. She has two children and two grandchildren that have graduated from Rockwood schools. Rhomberg currently serves as a Full Adjunct Professor at Webster University and as a Professional Developer for Oasis in training tutors.
In the biographical information Rhomberg submitted to Rockwood as part of her filing, she stated, “My goal is to be an advocate for public education and provide the best possible education experience for all students in the Rockwood School District. I believe in the Rockwood School District and am committed to seeing that we continue to move forward as a district…I desire to lead with a servant heart and give back to the Rockwood community for all that it has provided to me over the years.”
Of Rhomberg, a PAL committee member noted, “She recognizes that teachers need to feel valued and respected for what they do.”

Phil Milligan
“The role of a director is to serve. Serve students. Serve staff. Serve constituents”
Phillip Milligan is a 30+ year resident of Eureka. Before retiring, he was a band teacher at Lafayette High of the Rockwood School District and then an administrator for the Francis Howell and Mehlville School Districts. His wife was also a music teacher in Rockwood for 23 years. His wife and he have two daughters who graduated from Rockwood schools, and are both now educators for Special School District in Rockwood. Milligan previously served as a supervisor of student teachers for Missouri State and Lindenwood, and is currently Music Minister at Wildwood Christian Church.
In the biographical information Milligan submitted, he stated, “The role of a board director is to serve. Serve students. Serve staff. Serve constituents, both those who have students in the district and those who do not.”
Of Milligan, a PAL committee member noted, “He referenced altruism a few times. That is a foundational quality that a board member should possess.”
